IMPLEMENTASI METODE PELAKSANAAN KONSTRUKSI PILE CAP PROYEK PEMBANGUNAN GEDUNG PENUNJANG PEMBELAJARAN UNIVERSITAS NEGERI MALANG DI ERA PEMBERLAKUAN PEMBATASAN KEGIATAN MASYARAKAT (PPKM)

Abstract

Abstrak:Kebijakan Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) dalam mengatasi pandemi COVID-19 telah melumpuhkan banyak sektor kehidupan, terutama sektor konstruksi. Banyak proyek yang mengalami keterlambatan, penghentian pelaksanaan, dan pembengkakan anggaran. Universitas Negeri Malang (UM) merupakan salah satu perguruan tinggi negeri yang tengah melaksanakan Proyek Pembangunan Gedung Penunjang Pembelajaran Universitas Negeri Malang (UM) di era PPKM. Hal ini tentunya membutuhkan suatu metode pelaksanaan dan kebijakan yang dapat menjamin keselamatan dan kesehatan para pekerjanya. Pile cap merupakan sebuah konstruksi beton bertulang yang berfungsi untuk menyatukan sekelompok tiang pancang yang telah terpasang dan menyebarkan beban dari struktur di atasnya. Pile cap memiliki peranan yang sangat penting dalam suatu konstruksi yang mengharuskan pelaksanan konstruksi pile cap harus menggunakan metode pelaksanaan yang sesuai. Pelaksanaan penelitian ini bertujuan untuk menganalisis metode pelaksanaan konstruksi pile cap Proyek Pembangunan Gedung Penunjang Pembelajaran UM di era PPKM. Pelaksanaan konstruksi pile cap berpedoman pada metode yang telah ditentukan oleh proyek. Metode pelaksanaan pile cap memiliki beberapa tahapan, yaitu: 1) pekerjaan persiapan; 2) pekerjaan galian, 3) pekerjaan pembobokan; 4) pekerjaan urugan dan lantai kerja; 5) pekerjaan pembesian; 6) pekerjaan bekisting; 7) pekerjaan pengecoran; dan 8) pekerjaan perawatan beton. Pelaksanaan konstruksi tersebut tentunya juga memiliki beberapa kendala yang menghambat waktu penyelesaiannya, yaitu cuaca dan keamanan pekerja. Kebijakan yang diambil oleh pelaksana proyek saat era PPKM yaitu dengan menerapkan instruksi Menteri PUPR dengan membentuk satuan tugas (satgas) pencegahan COVID-19, menyediakan fasilitas kesehatan, mengedukasi semua pekerja, hingga melakukan tindakan isolasi dan penyemprotan sarana dan prasarana kantor dan lapangan.

Abstract: The Policy for the Implementation of public activity restriction (PPKM) in overcoming the COVID-19 pandemic has disabled many sectors of life, especially the construction sector. Many projects were delayed, execution halts, and budget overruns. Universitas Negeri Malang (UM) is one of the state universities currently implementing the Learning Support Building Development Project of the Universitas Negeri Malang (UM) in the PPKM era. This project requires an implementation of the method and policy that can guarantee the safety and health of its workers. Pile cap is a reinforced concrete construction that serves to unite a group of piles that have been installed and spread the load from the structure above it. It has very essential role in the construction requiring the use of the appropriate implementation method. The implementation of this study aims to analyze the method of implementing the pile cap construction of the UM Learning Support Building Development Project in the PPKM era. The implementation of pile cap construction is guided by the method determined by the project. The pile cap implementation method has several steps, such as: 1) preparation; 2) excavating soil; 3) trimming the pile; 4) backfill and lean concrete work; 5) reinforcing-bars work; 6) formwork work; 7) concrete casting; and 8) concrete maintenance. The construction implementation also has several obstacles hindering the completion time, such as weather and worker safety. The policies taken by project implementers during the PPKM era were by implementing the instructions of the Minister of PUPR by forming a COVID-19 prevention task force, providing health facilities, educating all workers, carrying out isolation measures and spraying office and field facilities and infrastructure.
