TINJAUAN TEORITIK DAN EMPIRIK PERAWATAN DAN PEMELIHARAAN GEDUNG TINGGI (HIGH RISE BUILDING) DI INDONESIA

Abstract


Abstrak: Semakin banyaknya pembangunan gedung tinggi di kota-kota besar tentu akan muncul konsekuensi perawatan dan pemeliharaannya. Agar suatu bangunan dapat memenuhi fungsi sesuai dengan rencana, tentu membutuhkan perawatan dan pemeliharan sesuai standar. Merawat bangunan modern yang sarat dengan peralatan mechanical dan electrical, akan berbeda dengan bangunan-bangunan konvensional. Kalau semula pengertian perawatan gedung hanya dikaitkan dengan pembersihan (cleaning service) yang bisa ditangani oleh tenaga-tenaga biasa, maka perawatan bangunan-bangunan modern memerlukan tenaga akhli tersendiri. Berdasarkan pengamatan empiris saat ini perhatian masyarakat terhadap perawatan bangunan masih sangat kurang. Pengalaman menunjukkan bahwa pembangunan gedung lebih mudah dari pada melaksanakan tugas kewajiban merawat dan memelihara. Oleh karena itu tidak mengeherankan apabila gedung-gedung yang mewah yang baru saja selesai dibangun, dalam waktu beberapa tahun, kemudian mutunya telah menurun, terutama gedung-gedung yang berfungsi sebagai fasilitas umum dan fasilitas sosial. Tujuan tulisan ini adalah untuk melakukan analisis secara teoritik dan empirik terhadap permasalahan perawatan dan pemeliharaan gedung di Indonesia, khususnya di kota-kota besar.

Abstract: The increasing number of high-rise buildings in big cities will certainly have consequences for their care and maintenance. In order for a building to fulfill the function in accordance with the plan, it certainly requires maintenance and maintenance according to the standard. Caring for modern buildings that are loaded with mechanical and electrical equipment, will be different from conventional buildings. If initially the notion of building maintenance was only related to cleaning (cleaning service) that could be handled by ordinary personnel, then the maintenance of modern buildings requires its own expert power. Based on empirical observations at present the public’s attention to building maintenance is still very lacking. Experience shows that building construction is easier than carrying out the obligation to care for and maintain. Therefore it is not surprising that the luxurious buildings that have just been completed have been built in a few years, then their quality has declined, especially buildings that function as public facilities and social facilities. The purpose of this paper is to conduct a theoretical and empirical analysis of the problems of building maintenance and maintenance in Indonesia, especially in large cities.
