Instrumen Pengukuran Pengentasan Kemiskinan Multidimensi dalam Perspektif Kewarganegaraan dengan Metode Delphi

Abstract


Kajian ini bertujuan untuk menganalisis pengentasan kemiskinan multidimensi melalui mekanisme kewarganegaraan serta instrumen pengukuran efektivitas mekanisme kewarganegaraan dalam pengentasan kemiskinan multidimensi. Kajian ini menggunakan metode Delphi yang dilaksanakan melalui tahap eksplorasi, distilasi, dan utilisasi. Pengentasan kemiskinan multidimensi dapat dilakukan melalui mekanisme kewarganegaraan yang dapat menjamin hak serta kesempatan yang sama bagi setiap individu untuk memperoleh pekerjaan, pendapatan, pendidikan, dan pelayanan publik lainnya. Instrumen pengukuran efektivitas mekanisme kewarganegaraan dalam pengentasan kemiskinan multidimensi didasarkan pada 3 indikator yang dijabarkan dalam 22 butir sub indikator. Indikator efektivitas mekanisme kewarganegaraan dalam pengentasan kemiskinan multidimensi yaitu pemenuhan identitas hukum kewarganegaraan sebagai kunci akses sumber daya negara, perlindungan warga negara migran, serta kebijakan afirmasi untuk warga negara anak, lansia, penyandang disabilitas, dan kelompok rentan lainnya.
