Abstract

Abstract: This study analyzes the implementation of Total Quality Management (TQM) in strengthening a quality culture in the Faculty of Education. The adoption of TQM in higher education is increasingly recognized as a strategic framework for developing an integrated management system that emphasizes continuous improvement, stakeholder satisfaction, and the active involvement of all organizational members. Using a descriptive qualitative approach, the study collected data through semi-structured interviews, direct observation, and document analysis involving faculty leaders, program coordinators, lecturers, and administrative staff. The findings indicate that key TQM principles—such as systematic planning, standardization, and continuous evaluation—have been implemented through internal quality assurance policies, professional development programs for lecturers, and digital monitoring mechanisms. These efforts have contributed to improved transparency, efficiency, and consistency in academic and administrative processes. Nevertheless, several challenges remain, including uneven internalization of quality values across units, communication gaps among organizational levels, and varying levels of participation in quality assurance activities. To address these challenges, the study recommends strengthening transformational leadership, expanding the digital quality management system, and increasing stakeholder engagement to build a more sustainable and cohesive quality culture. This study contributes to the growing body of literature on TQM implementation in higher education institutions.
